Step 1: Start Adobe Photoshop and open an image you wish to transform. For this tutorial we have chosen the following image…

Step 2: Make the image a bit brighter. You can do this through the hue/saturation option (Image > Adjustments > Hue/Saturation) or (Ctrl + U). Set the settings similar to the ones below and click “ok”

Step 3: Apply a glass filter to the image (Filter > Distort > Glass). An option box should appear. Apply the settings similar to what you can see here:

DO NOT click “ok” yet.

Step 4: Create a new effect layer. To do this, click on the button in Photoshop identical to this image :

Now select the Artistic option and select the Paint Daubs effect identical to this image:

Finally, set the settings as seen in below.
